PCE is funded through the earnings of the PCE Endowment Fund. In 2000 the Alaska Legislature created this fund to provide stable financing for the program. The PCE Endowment Fund is administered by the Alaska Energy Authority and managed by the Alaska Permanent Fund Corporation. Alaska Statute 42.45.085 allows up to 5% of the fund's three-year monthly average market value to be appropriated to the PCE program.
